St. Joseph County, Indiana – The annual Leaf Program will begin the Spring Pass on Monday, April 17th, weather permitting. The St. Joseph County Program is ONLY for unincorporated areas of St. Joseph County. The Spring Pass is expected to take from 14 to 21 days depending on registration volume.

SCHEDULE
Monday, April 17th, Spring Pass Collections begin in Clay Township & rotate clockwise around St. Joseph County. Please get any remaining leaves out to the curb by Monday, April 17th . There will only be one, single, Spring Pass. There will be no returns for leaves that are not out on the curb line by Monday, April 17th before 8am that are passed by.

Residents are required to have their leaves out and ready for the pickup on the FIRST day of the announced schedule as exact pickup times per street or neighborhood cannot be provided. If a resident’s leaves are not out on the first day of the pass & the service verification video shows that leaves are not out at the curb when we pass by, the leaves will be collected during the next pass contingent on timely transfer to your curb line prior to the first day of the NEXT pass. Return trips will not occur on the same pass.
*******PROXIMITY - Leaves Must be raked closer than 5’ from the Road *******
Leaves must be raked within 5’ of the road, but not in the road, except in Cul De sacs. Only in Cul De Sacs, leaves may be raked past the curb onto the asphalt to prevent lawn damage from cornering vehicles. Leaves farther than 5’ from road will not be collected because the vac hoses do not reach further and vac crews are not allowed to leave the roadway to get closer to piles so that ruts from the trucks/vacs do not damage yards. Partial Leaf Piles that are farther than 5’ from the road will be collected on remaining passes if they are raked within 5’ of the roadway by the first day of the next scheduled pass. Photodegradable paint may be used to mark leaves that do not comply with all program rules.

NOT ALLOWED/NEVER COLLECTED - Bagged leaves, grass clippings, pine needles, trash, pet feces or tree limbs are not included in the St. Joseph County LEAF collection program and if any of these items are in any part of the resident’s leaf pile, the ENTIRE pile will NOT be collected due to equipment clogging/damage. These Items clog/damage vacs & cause a vac crew to go OUT OF SERVICE until repaired and pet feces create health and sanitary issues for Collection Crew Team Members.
********Residential Program/Damage & Safety Concerns********
County ONLY collects leaves that are along a resident curb line. All leaf piles are required to be along the front curb line in front of the residence. Piles behind the home or on streets or fields not contiguous to the primary residential lawn area will not be collected due to crew safety & verification concerns. SJC does not collect leaves placed by commercial lawn services, along roadways, at the end of no outlet roads or closer than 15’ to any obstacle, including but not limited to mailboxes, light poles, utilities, cable/electric boxes, etc., and/or 25’ from any vehicle. Piles must be a minimum of 60’ from Dead End road termination.

No Burning Allowed. Smoldering leaves or ashes of any kind are a Fire Hazard and will not be collected. Residents may only burn leaves in the Fall during amnesty week. Residents who burn leaves outside of the ban will be cited by County Police. The St. Joseph County Board of Commissioners announced the 2016 Burn Amnesty Week will be November 28th to December 5th.

To insure All Residents receive All Passes, GreenWorld Records both Pre & Post Pass using both GPS Tracking Devices and Mobile Video Recording Technology. Drivers complete mobile route confirmation & Scouts confirm leaf piles that are raked out before and frequently after vacs have passed by using GPS/Video evidencing processes. Leaves must be within 5' of road PRIOR to vac passing by and on the first day that collection is announced beginning in your Township.

Residents concerned about blowing leaves may cover the raked leaves at the curb with a tarp so they don’t blow away and the vac crews will remove it and leave it at the curbside. GreenWorld is not responsible for tarp damage or missing tarps.
DON'T BAG - Do not bag leaves if you would like them collected by the program. They will not be picked up and we will not return.
CONTAMINATED PILES- ONLY Leaves - NO Branches, tree limbs, grass clippings, pine needles, pet feces and trash mixed with leaves will cause the entire leaf pile to be "passed by" and the Vac crews will not return to that pile. The resident will be solely responsible for disposing of the contaminated pile. Crews document the contaminated pile thru digital recording/doorhangers.
DAMAGE PREVENTION - All leaves must be easily accessible and at least 15' minimum from mailboxes & obstacles to prevent property damage. Leaves must be at least 25' from a parked vehicle to prevent damage to the vehicle. Do not leave trash cans/bags within 15' of leaf piles. Please DO NOT park on or near leaves if you want your pile collected. Crews will not return.
DITCHES- Keep all leaves out of ditches. Vac hoses do not have adequate reach to collect below road grade and crews do not rake piles out of ditches to the road. Crews are not authorized to leave the roadway at any time due to damage/safety rules.
DOORHANGERS – Pictures & Doorhangers documenting non-conformance/rule violations are forwarded to the County. Some residents may only receive one pass this year due to County changes. If you miss that pass due to a rule violation, you will be solely responsible for disposing of the pile. Doorhanger addresses are emailed to Customer Service & the County with pictures/video of the Policy non-conformance/violation. The non-conforming leaves may be marked with photo-degradable paint to clearly identify the non-conforming leaves to vac crews and for video recording purposes. Doorhangers/associated pictures are posted online with day/time stamps. The violations are left to right and first row then second row beginning with too close to a mailbox, leaf pile on a stone bed, grass clippings mixed in pile, behind the house & too far off the alley, over the curb, off the sidewalk too far from the street, over 5' from road.
FENCES – Do not put leaves inside, on and/or near fences of any type. Resident will be solely responsible for disposal.
FIVE FEET- All leaves must be within 5' of the roadside/curbside without going into the street. Leaves in the street clog drains & cause flooding. St. Joseph County may ticket violators. Any Portion of the pile cannot extend more than 5 feet from asphalt/road. If you have a sidewalk next to the roadway the leaves must be raked completely onto the sidewalk for collection. The leaves beyond 5' will not be collected. Vacs are not allowed to leave the roadway due to potential property damage. In cul d sacs only, leaves may be moved to center of cul d sac only during snow plan periods making access easier for County to pile snow on curb without burying leaf piles. The following pictures show violations of the 5' rule and disposal of all of the piles were the responsibility of the residents.
GRASS & PINE NEEDLES - DO NOT mix grass clippings or pine needles mixed with leaves that come from mowing collection systems at curbside. Grass clippings clog vacs, delay service for other residents and are not allowed at disposal sites due to smell when decomposing. Please be considerate of other residents and do not mix grass with leaves which slows service. There are 2 easy solutions to prevent grass clippings in your leaves. Raise mowing deck or use leaf blowers to collect only leaves.
LAWNS - GreenWorld & St. Joseph County are not responsible for grass/lawn areas that discolor/die due to leaf accumulation. If resident has a major concern for lawn resident should dispose of their own leaves within County guidelines.There is NO 2018 County Program due to budget restraints. Residents will dispose of their own leaves.
LAWN CURB - Leaf Piles that are not on a residence front or side lawn per the Program Rules will not be collected. County Program does not include collection on non-resident roadway across from resident lawns or wooded lot curb lines without homes.
NO OUTLET ROADS - Leaf Piles that are not farther than 80' from the end of "No Outlet" roads that do not have cul d sac turnarounds will not be collected. Trucks & Vac rig combined total length do not allow safe collection without backing up the rig on a residential street which is not authorized due to safety considerations. Crews are not authorized to back up the collection rigs for any reason due to safety considerations. In streets where vacs cannot access the leaf pile, the resident must rake the leaf pile to an area that is allowed per program guidelines that safely allows the vac crew to collect without endangering equipment and/or Team.
RESIDENTS ONLY – Program includes ONLY residents per COVERAGE tab & doesn't include business/non-profits.
VILLAS – Villa communities are solely responsible for their own curbside collection. Villa and maintenance free communities are not included in the program. The following Villa Communities are not included in the 2017 Fall Program: Any/all Villa communities that have lawn care, including but not limited to: Berkshire Villas, Cloverleaf Villas, Country Village, Covington Shores Villas, Farmington Commons, Gumwood Crossing, Knollwood Park Villas, New London Condominiums, Quail Ridge Villas, Sable Ridge Villas, Shamrock Hills, Streamwood Villas, Summer Hill Villas, Tawny Lake Villas, Villas at Lake Blackthorn, Villas at Sandalwood, Wellington Park Villas, Wild Wing Plantation, Woodbridge Condominiums.

Frequently Asked Questions
1. QUESTION: When will you be at my house?
ANSWER: See the SCHEDULEtab. Crews follow Township numbering sequence and if you click on the Townships you can see Zone sequence. Township /Zone order applies except when the Snow Plan is in effect. We will follow the sequence of the schedule but cannot provide specific days until the program has developed some history based on current volumes per township. When the SNOW PLAN is in effect, priority is based on the SNOW tab County Priority List by Subdivision density and volume. See the SCHEDULE& SNOW tabs for more details.
2. QUESTION: Do you pick up brush & tree limbs?
ANSWER: NO and when any items other than leaves contaminate your pile, you will be solely responsible for disposing of your pile. Crews will not return. The primary reason that vacs cannot collect anything other than leaves is that the disposal sites take only leaves. Grass Clippings smell as they break down and are not allowed in any quantity. Brush, wood and other debris clog and damage equipment and create safety hazards.
3. QUESTION: I have a limited area at the curb with many leaves to rake out. How do I keep from raking continually to keep the leaves at the curb?
ANSWER: Some residents use tarps over their leaf piles to maintain the leaves at the curb. Tarps also help keep the leaves dryer and snow free if totally covered. Greenworld will remove the tarps but is not responsible for tarps left at curbside after they are removed from your curb piles. DO NOT use bricks or stones to hold down tarps because they damage leaf vacs.
4. QUESTION: Since GREENWORLD is picking up our leaves at curbside, will GREENWORLD also pick up the leaves from my lawn and beds on a periodic basis? This would keep them from blowing away.
ANSWER: Yes, in Fall 2018 when St. County has discontinued the Program due to a lack of funding. Click on Fall 2018 HOA Request for Pricing.
5. QUESTION: What happens when it gets cold and/or snows?
ANSWER: Temperatures must be above 34 degrees at night to allow continued collections. The Leaf Program will halt due to cold temperatures and/or while it is snowing, just like the County, to tend to snow & ice management issues and then return to the Leaf program as quickly as weather allows. If any snow is present or in the forecast, teh Snow Plan will be in effect. Go to teh SNOW tab for details.
6. QUESTION: When did the county program start when it was performed by the St. Joseph County Highway Department?
ANSWER: For 14 years the county program always started on the third Monday of October and continued through December 23rd, every year, weather permitting.
7. QUESTION: How many weeks did the county program last when it was operating?
ANSWER: For 14 years it was a full 8-10 week program beginning in the third week of October.
8. QUESTION: How do you suggest residents keep their leaves curbside to them from blowing away?
ANSWER: Some residents use tarps over their leaf piles to maintain the leaves at the curb. Tarps also help keep the leaves dry and snow free if totally covered. Greenworld will remove the tarps to collect the leaves but Greenworld is not responsible for tarps left at curbside after they are removed from your leaf piles. Tires or pieces of lumber longer than 3' in length are recommended to hold down the tarp.
9. QUESTION: I Feel my subdivision classification volume should be classified as Very High/High. How do I get it reevaluated?
ANSWER: The County has prioritized neighborhoods/subdivisions by overall annual volume according to collections performed & Recorded by the St. Joseph County Highway Department. All Prioritization is based on neighborhoods/subdivisions averages, NOT on most leaves collected at any single address. The PASSES tab offers pictures to show how leaves should be classified, keep in mind this has to be the average for the neighborhoods/subdivisions, NOT the single address. Requests for reevaluations can be made on the contact form by checking the Customer Service option, completing the form and explaining in the “your message” area why you feel the reevaluation should be completed. Reevaluations will not occur during this season. Collection volume for this season will be reviewed for qualification for the following season.
10. QUESTION: What is the cost for the St. Joseph County Leaf Program?
ANSWER: The County program is a FREE Public Service ONLY for unincorporated areas of St. Joseph County.
11. QUESTION: Can I Register my Whole Neighborhood/subdivision to receive collection?
ANSWER: All Registration Requests must be completed by each individual homeowner.
12. QUESTION: I don't see my address/subdivision listed on the medium to very high volume menu pull downs?
ANSWER: If it is not listed it has been classified by the County as a low/very low volume subdivision. You must register per the website guidelines. Please read the registration guidelines and FAQ's thoroughly. Go to the PASSES tab to Register.
13. QUESTION: My house has many trees but I am in a medium or low volume classification subdivision?
ANSWER: County DID NOT classify density/volume based on a single address or street in a subdivision. Volume classifications are based on the average for your subdivision in relationship to all other County subdivisions based on actual recorded volume for all subdivisions, NOT just your address. You receive the benefit of the average for your neighborhood.
ANSWER: All Registrations must be completed online, you will receive email confirmation of the registration. Please keep the confirmation email with date and time for you may be asked for it at a later date.
15. QUESTION: What if I do not have a computer, smart phone or tablet to register for collection online?
ANSWER: We recommend having a relative or friend with an online device complete your registration form. Computers are also available at your local libary for free use by the public.
16. QUESTION: When is the Burning Amnesty Period for Fall 2017?
ANSWER: The Board Of Commissioners hads decided that you may burn leaves during the period from November 11th through November 19th. It is important that you burn your pile completely and remove the ashes. Due to fire hazards and crew safety vacs cannot collect ashes and/or partially burned piles.
17. QUESTION: I am a resident that needs to register for collection, what if all of my leaves do not get collected on the collection pass starting November 1st?
ANSWER: if all of your leaves are not collected during the pass that starts November 1st, please return to www.sjclp.com and register for an Bonus Pass Completed that will occur once the November 1st Pass Completed is completed weather permitting.
HOA Services
1. Will GreenWorld provide Bonus Pass Completedes to Home Owner Associations for an added cost and bill directly to the HOA?
Yes, GreenWorld offers a weekly pass program for HOA's. GreenWorld has been providing Curbside Leaf Collection Programs for over Twenty Five Years. GreenWorld collects tens of thousands of cubic yards of leaves on an annual basis. Softwood trees like ornamentals begin dropping leaves by mid-October and hardwoods like Oak trees wait until December and even after first snowfalls.
Some of our competitors have mimicked municipal programs by offering one to two passes annually. A one to two pass program doesn'tmake everyone Happy. But is it possible to make everybody happy? Greenworld satisfies everyone with our weekly collection program. The leaves fall from mid October to mid December. The only way to make everyone happy, whether they have ornamentals or oak trees, is to provide a weekly pass program.
GreenWorld provides service directly to the largest HOA's in your area and decided long ago that a weekly collection program with a Spring pass was the only program we would offer. While the quantity of leaves are the same, It makes the homeowners happier if they do not accumulate at the curb for 2-3 weeks while blowing away on windy days and freezing in huge mounds at Thanksgiving because the HOA waits to the last minute to collect because they only have a two pass program.
Most counties provide 1-2 pass programs. GreenWorld recommends a weekly program for neighborhoods that like it clean every week. If your county provides two passes, GreenWorld would provide an additional four passes and recommend a Spring pass as well.
Keep in mind that this option is specifically only for Homeowners Associations in which everyone participates and the HOA collects the payments. We bill the HOA and will not bill individual homeowners. The President or an authorized member of the board of the HOA must contact Greenworld to receive a proposal.
Greenworld's service deadline for putting a service relationship in place is July 1st for the coming fall. GreenWorld places the orders for new collection equipment to support new service relationships on this date. With schedules and HOA consensus timelines it is recommended that the process be started by contacting Greenworld by March 1st each Spring to provide adequate time for the required process.

2. How do you calculate the cost for these additional weekly passes?
GreenWorld has historical collection volumes archived by HOA/Neighborhood & Subdivisions for over 15 years. GreenWorld has continued providing weekly collection programs for many HOA's and has extrapolated growth formulas based on the increases in cubic yard volume over the last ten years for the HOA's we service. Trees grow larger every year and their "leaf load" increases consequently every year as well. GreenWorld uses the historical average volume for your neighborhood plus the average growth in volume based on the neighborhoods we service every year. GreenWorld then prorates the collection costs according to the number of passes added.
GreenWorld will only bill active HOA's or neighborhoods with organized central payment collection so that there is one bill and payment point of contact.
3. Will GreenWorld provide complete "Lawn to Curb" services for the residents of the HOA?
Yes, GreenWorld will provide Lawn to curb services, which includes bringing your leaves from the yard and beds to the curb timed with the curbside collection schedule for your neighborhood. This service is currently only available for Residents within an HOA, neighborhood and/or Sub-division that has a current service agreement for a weekly pass program.

To enhance resident communication, new Door Hangers have pictures of all of the most common reasons why vac crews cannot collect leaves. These pictures match the www.sjclp.com Rules tab Help pages.
The reasons are all related to the following:
and they are all Rules used by the St. Joseph County Highway Dept for 14 years. Scouts simply put a check mark in the box next to the picture to visually highlight the reason why your leaves have not been collected.
Each Door Hanger has a unique identifying number at the top that is emailed with pictures of each non-conformance to the County for reference with your address. Do not call the County. Customer service cannot help. The non-conformance must be corrected prior to your next scheduled collection. That may mean disposing of the non-conforming pile on your own and starting with a fresh pile.
